On November 19, the Experience Exchange Meeting on International Talent Cultivation in Water Resources Vocational Institutions officially commenced. Hosted by the China Water Resources Education Association and organized by our college, the event saw the attendance of over 150 experts and leaders from enterprises and institutions within the national water resources sector. Notable attendees included Zhang Mingjun, President of the China Water Resources Education Association; Wang Shaohua, Vice President and Secretary-General; Li Jianwen, Deputy Director and First-Level Inspector of the Water Resources Department of Guangxi Zhuang Autonomous Region; as well as Li Lin, President of our college.
The conference, themed "Vocational Education Going Global, Education Following Industry, Vigorously Cultivating International Technical and Skilled Talents in Water Resources," invited scholars and experts from government, industry, enterprises, and academia to share new ideas, methods, and approaches for international talent cultivation in water resources vocational institutions.
Zhang Mingjun pointed out that achieving better and faster development in water resources urgently requires the cultivation of a large number of technical and managerial talents who can meet the demands of modernizing water resources with Chinese characteristics. He emphasized that the convening of this meeting holds significant importance for further strengthening the cultivation of international talents in water resources. With the deepening of the national "Belt and Road" initiative and the "Vocational Education Going Global" strategy, the construction of an international talent pool in water resources has become an urgent need for the reform and development of the sector. This is not only a key aspect of implementing the "14th Five-Year Plan for Water Resources Talent Development" but also a responsibility that professionals in the field must shoulder. He proposed three hopes for the future: first, to enhance exchange and cooperation to optimize the environment for cultivating international talents in water resources; second, to integrate and optimize resources to promote the construction of an international talent pool in water resources; and third, to accelerate reform and innovation to lead the high-quality development of vocational education in water resources.
Li Jianwen highlighted that Guangxi, as a coastal and riverside region with abundant water resources, has been actively engaged in international educational cooperation and exchanges in water resources for many years. Particularly with the deepening construction of the China-ASEAN Free Trade Area and the vigorous promotion of the "Belt and Road" initiative, Guangxi's exchanges and cooperation in water resources vocational education with ASEAN countries are facing unprecedented opportunities and broader development prospects. In the face of new circumstances, we should adopt the concept of a global community of shared future to discuss major plans for water resources talent cultivation; approach with pragmatic, open, and inclusive attitudes to build platforms for water resources exchange and cooperation; and establish mutually beneficial mechanisms to share the fruits of water resources cooperation and development.
During the exchange meeting, representatives from the International Economic and Technical Cooperation and Exchange Center of the Ministry of Water Resources, the International Center on Small Hydro Power, Power Construction Corporation of China International Engineering Co., Ltd., and China Water Resources Beifang Investigation, Design & Research Co., Ltd. shared successful experiences in cultivating international talents in water resources from the perspective of industry and enterprises. Representatives from the China Water Resources Vocational Education Group and the Yellow River Conservancy Technical Institute introduced the construction and practice of international talent bases in water resources from the perspective of vocational institutions.
During the conference, attendees visited the Schneider Electric Green and Low-Carbon Technology Application Center at our institution's Lijian Campus, the National Model Branch of the Power Engineering College, the Integrity Education Base, and the Water Resources Fenghuangshan Training Base. These visits facilitated further discussions and exchanges on the construction of international talent cultivation bases, Sino-foreign cooperative education, and international exchange and cooperation.
The year 2024 marks a new starting point for the "next golden decade" of the "Belt and Road" initiative, and Chinese vocational education in water resources is embarking on a new journey of going global. This conference, based on the strategic development and talent needs of water resources, integrated the advantageous resources of government, industry, enterprises, and academia to establish a platform for international cooperation in water resources vocational education. It explored innovative practices for vocational education in water resources to serve international water and hydropower production capacity cooperation, showcased new ideas and methods for the development of water resources vocational education in the new era, and promoted the steady and far-reaching progress of vocational education in water resources going global.
